In the comics, Bane freed the Joker from Arkham (Knightfall), so the Joker owes bane.
And then came No man's land, bane worked with batman to get control of The Joker.
Bane has his sh*t together, the Joker goes all over the place.
But remember, the Obama Administration would be in trouble if the Penguin went against them.
