These should be licensed by each state. Newspaper delivery produces an income too. Plus they cause at least some wear and tear on the infrastructure ;)
I actually would like to have one of those. I can think of several uses.
I'm with RebeccaH, on this one, it would come in handy for some of the chores around the garden!
I can see Detective Paco squeaking through the night, trench-coattails flaring, as wronwright pedals heroically...
