I'm sure he's just acknowledging the fact that the painful cutbacks are going to happen on their own, regardless of what he or his legislature can do about it. California is collapsing from its own weight (and the rest of us may not be far behind).
The old saying, "So goes California, goes the rest of the nation". Well, there might be exceptions like Texas, but the rest of the nation might be like the golden Dodo. "Wet noodles" might be Jerry's new name, or maybe "wet moon noodles". This is the advent of 2011 afterall.
